The HIRA3 certification, issued by DAN (Divers Alert Network) Europe, was officially presented during a public conference held last July 25th in Lugano, Switzerland, and attended by DAN Europe specialists, SSS Lugano staff, local authorities, as well as press and dive industry representatives.[/vc_column_text][/vc_column][/vc_row][vc_row css_animation=”” row_type=”row” use_row_as_full_screen_section=”no” type=”grid” angled_section=”no” text_align=”left” background_image_as_pattern=”without_pattern” z_index=””][vc_column el_class=”page-text”][vc_empty_space height=”30px”][vc_column_text]The certification comes as a result of several years of collaboration between DAN Europe and SSS Lugano, and a continuous work of counselling, covering all aspects of management of a diving center, focused on risk reduction and mitigation: first aid training, use of appropriate emergency equipment, operational procedures, emergency action plans, and more.

“Despite recent technological development within the industry and the use of increasingly high-performance and safe equipment, diving accidents continue to happen. An organised risk management, as it happens in the aerospace and health sectors, does not currently exist in the diving industry. Our HIRA program aims to fill at least part of this gap – says Guy Thomas, Director of Safety at DAN Europe. “Here at SSS Lugano I found an optimal management of underwater operations, well-formulated procedures and effective control mechanisms. I would like to express my compliments to those who have worked hard over the past years to achieve this certification. We will continue to work in partnership with them so that we continue to build on these achievements.” – Thomas concludes.

Patrick Tempobono (SSS Lugano Technical Commissioner and Deputy Chief of Operations) declares: “I did my best to increase the safety standards within our organisation, trying to follow step by step what is required by the HIRA program. This allowed to obtain the first certification in 2018, the second in 2019, and the third and highest now. We are very proud to be the first rescue organisation to receive this prestigious certification. Safety is something that should not be underestimated, and every single aspect must be taken care of. Nothing can be left to chance, and it is crucial to have up-to-date procedures and EAPs (Emergency Action Plans). During the inspection, every little detail was checked, every procedure verified. It was great to receive a feedback on all these aspects, knowing why we should abide to rules, and what could happen if this was not done. I would like to thank the whole SSS Lugano committee, instructors, pilots, divers and freedivers for their precious collaboration in achieving this certification. I also hope other diving operations will follow this example, contributing to diver safety.

HIRA (Hazard Identification and Risk Assessment) is an international program, launched back in 2018 and led by the different DAN organisations present around the world (DAN America, DAN Europe, DAN Southern Africa, DAN Asia-Pacific, DAN Japan) and aims to significantly increase the safety standards of diving operations, reduce losses and prevent injuries. The Swiss LifeSaving Society (SSS) – Lugano section, was founded in 1951 with the primary aim of training expert rescuers to intervene promptly in the event of an accident. Today, after 70 years of activity, the association has around 70 active members, including pilots, underwater and surface operators, freedivers, and dog walkers who are on call in case of emergency. The Society also has two boats and a fully equipped vehicle, which are used for emergency interventions, training, drills, pickets and various services. Rescue and diving courses are organised and are open to the public. Other activities include initiatives with schools and the institutions of the City of Lugano.

“Despite recent technological development within the industry and the use of increasingly high-performance and safe equipment, diving accidents continue to happen. An organised risk management, as it happens in the aerospace and health sectors, does not currently exist in the diving industry. Our HIRA program aims to fill at least part of this gap – says Guy Thomas, Director of Safety at DAN Europe. “Here at SSS Lugano I found an optimal management of underwater operations, well-formulated procedures and effective control mechanisms. I would like to express my compliments to those who have worked hard over the past years to achieve this certification. We will continue to work in partnership with them so that we continue to build on these achievements.” – Thomas concludes.

The Swiss LifeSaving Society (SSS) – Lugano section, was founded in 1951 with the primary aim of training expert rescuers to intervene promptly in the event of an accident. Today, after 70 years of activity, the association has around 70 active members, including pilots, underwater and surface operators, freedivers, and dog walkers who are on call in case of emergency. The Society also has two boats and a fully equipped vehicle, which are used for emergency interventions, training, drills, pickets and various services. Rescue and diving courses are organised and are open to the public. Other activities include initiatives with schools and the institutions of the City of Lugano.

La certificazione HIRA3 è stata rilasciata ufficialmente in occasione di una conferenza pubblica con stampa ed addetti ai lavori domenica 25 luglio presso la sala conferenze del Circolo Velico Lugano, in via Foce.

Erano presenti gli specialisti DAN, lo staff SSS Lugano, oltre ad autorità cittadine e a componenti di altre organizzazioni locali votate alla sicurezza.[/vc_column_text][/vc_column][/vc_row][vc_row css_animation=”” row_type=”row” use_row_as_full_screen_section=”no” type=”grid” angled_section=”no” text_align=”left” background_image_as_pattern=”without_pattern” z_index=””][vc_column el_class=”page-text”][vc_empty_space height=”30px”][vc_column_text]La certificazione è arrivata come coronamento di una collaborazione pluriennale tra DAN ed SSS Lugano e di un lavoro continuo di consulenza e valutazione che ha riguardato tutti gli aspetti di gestione del centro subacqueo, focalizzato su riduzione e mitigazione del rischio e che include elementi come formazione al primo soccorso, uso di attrezzature d’emergenza adeguate, procedure operative, piani d’azione in emergenza.

Il livello HIRA3 rappresenta a tutti gli effetti un’eccellenza internazionale per quanto riguarda i diving center gestiti in sicurezza. La SSS Lugano è la prima organizzazione di soccorso al mondo ad ottenere HIRA3, un riconoscimento che arriva proprio mentre si celebra il 70° anno dalla sua fondazione.

“Nonostante lo sviluppo tecnologico del settore e l’utilizzo di attrezzature sempre più performanti e sicure, gli incidenti subacquei continuano ad accadere. Una gestione organizzata del rischio, così come avviene nel settore aerospaziale e sanitario, non esiste attualmente nel settore subacqueo e il programma HIRA mira a colmare almeno in parte questo vuoto – dichiara Guy Thomas, Director of Safety di DAN Europe. “Qui alla SSS Lugano ho trovato una gestione ottimale delle operazioni subacquee, delle procedure ben formulate e dei meccanismi di controllo efficaci. Desidero esprimere i miei complimenti a chi negli ultimi anni ha lavorato duramente per ottenere la certificazione. Continueremo a lavorare in partnership con la SSS perché questi risultati siano patrimonio di tutti.” – conclude Thomas.

Patrick Tempobono, Commissario tecnico sub e Vice Capo Operativo della SSS Lugano dichiara: “Mi sono occupato di accrescere sensibilmente gli standard di sicurezza all’interno della Salvataggio Lugano seguendo passo dopo passo quanto richiesto da HIRA, ottenendo nel 2018 il livello 1, nel 2019 il livello 2 e quest’anno il terzo e più ambito livello. Siamo molto orgogliosi di essere i primi al mondo come ente di soccorso ad avere ricevuto questa certificazione. La sicurezza è una cosa da non sottovalutare e ogni aspetto deve essere curato. Non si può lasciare nulla al caso ed è molto importante avere delle procedure e degli EAP (piano d’azione di emergenza) sempre aggiornati. Durante l’ispezione, ogni minimo dettaglio è stato controllato senza tralasciare nulla. Ogni procedura controllata aveva una spiegazione ed era chiaro cosa sarebbe potuto accadere se non fosse stata eseguita. Ho avuto la fortuna, su autorizzazione di DAN, di tradurre il manuale HIRA dall’inglese all’italiano, e intendo ringraziare di cuore tutto lo Staff DAN per avermelo concesso perché mi ne sono stato onorato. Spero che con il mio contributo anche altri centri subacquei o di soccorso di lingua italiana possano seguire il manuale per ottenere la certificazione. Vorrei ringraziare tutto il comitato, gli istruttori, i piloti, i sub e gli apneisti della Salvataggio Lugano per aver seguito le direttive e per aver contribuito a raggiungere questa prestigiosa certificazione.”

Mira ad accrescere sensibilmente gli standard di sicurezza delle operazioni subacquee, ridurre le perdite e prevenire gli infortuni. La sezione di Lugano della Società Svizzera di Salvataggio viene fondata nel 1951 con lo scopo primario di formare salvatori esperti, in grado di intervenire con prontezza in caso di
incidente. Oggi, dopo 70 anni di attività, l’associazione conta circa 70 soci attivi, suddivisi fra piloti, operatori subacquei, operatori di superficie, cinofili e apneisti, reperibili in caso di urgenza. La società dispone inoltre di due natanti ed un veicolo completamente equipaggiati, che sono utilizzati per interventi urgenti, allenamenti, esercitazioni, picchetti e servizi vari. La sede della SSS Lugano è situata alla Foce del Cassarate presso il Porto Comunale. Vengono organizzati corsi di salvataggio e di subacquea, aperti al pubblico. Tra le altre attività in calendario, infine, iniziative con le scuole e con le istituzioni della Città di Lugano.

SSS Lugano

The Swiss LifeSaving Society (SSS) – Lugano section, was founded in 1951 with the primary aim of training expert rescuers to intervene promptly in the event of an accident. Today, after 70 years of activity, the association has around 70 active members, including pilots, underwater and surface operators, freedivers, and dog walkers who are on call in case of emergency. The Society also has two boats and a fully equipped vehicle, which are used for emergency interventions, training, drills, pickets and various services. Rescue and diving courses are organised and are open to the public. Other activities include initiatives with schools and the institutions of the City of Lugano.

The HIRA3 certification, issued by DAN (Divers Alert Network) Europe, was officially presented during a public conference held last July 25th in Lugano, Switzerland, and attended by DAN Europe specialists, SSS Lugano staff, local authorities, as well as press and dive industry representatives.[/vc_column_text][/vc_column][/vc_row][vc_row css_animation=”” row_type=”row” use_row_as_full_screen_section=”no” type=”grid” angled_section=”no” text_align=”left” background_image_as_pattern=”without_pattern” z_index=””][vc_column el_class=”page-text”][vc_empty_space height=”30px”][vc_column_text]The certification comes as a result of several years of collaboration between DAN Europe and SSS Lugano, and a continuous work of counselling, covering all aspects of management of a diving center, focused on risk reduction and mitigation: first aid training, use of appropriate emergency equipment, operational procedures, emergency action plans, and more.

“Despite recent technological development within the industry and the use of increasingly high-performance and safe equipment, diving accidents continue to happen. An organised risk management, as it happens in the aerospace and health sectors, does not currently exist in the diving industry. Our HIRA program aims to fill at least part of this gap – says Guy Thomas, Director of Safety at DAN Europe. “Here at SSS Lugano I found an optimal management of underwater operations, well-formulated procedures and effective control mechanisms. I would like to express my compliments to those who have worked hard over the past years to achieve this certification. We will continue to work in partnership with them so that we continue to build on these achievements.” – Thomas concludes.

Patrick Tempobono (SSS Lugano Technical Commissioner and Deputy Chief of Operations) declares: “I did my best to increase the safety standards within our organisation, trying to follow step by step what is required by the HIRA program. This allowed to obtain the first certification in 2018, the second in 2019, and the third and highest now. We are very proud to be the first rescue organisation to receive this prestigious certification. Safety is something that should not be underestimated, and every single aspect must be taken care of. Nothing can be left to chance, and it is crucial to have up-to-date procedures and EAPs (Emergency Action Plans). During the inspection, every little detail was checked, every procedure verified. It was great to receive a feedback on all these aspects, knowing why we should abide to rules, and what could happen if this was not done. I would like to thank the whole SSS Lugano committee, instructors, pilots, divers and freedivers for their precious collaboration in achieving this certification. I also hope other diving operations will follow this example, contributing to diver safety.

HIRA, a global program

HIRA (Hazard Identification and Risk Assessment) is an international program, launched back in 2018 and led by the different DAN organisations present around the world (DAN America, DAN Europe, DAN Southern Africa, DAN Asia-Pacific, DAN Japan) and aims to significantly increase the safety standards of diving operations, reduce losses and prevent injuries. Currently in the territories of competence DAN Europe certifications issued are 285 for HIRA1 level against 576 requests, 18 certifications for HIRA2 on 88 requests, and a single certification (SSS Lugano) for HIRA3.[/vc_column_text][vc_empty_space height=”30px”][vc_separator type=”normal”][vc_empty_space height=”30px”][vc_column_text]DAN Europe
